MCAP formally launched in 2023 at COP28 in Dubai, with 16 inaugural members representing regions across five continents
The Mediterranean Climate Action Partnership (MCAP) is an alliance of regions with a mediterranean climate across the globe that drives collaboration to advance climate adaptation and resilience. Mediterranean climates already experience the impacts of climate change and face greater risks. These regions are warming more quickly, facing more severe drought and water scarcity, wildfires, and extreme heat events. This bioregional approach to climate action elevates the role of subnational governments, draws attention to the fact that climate impacts do not follow political boundaries, and elevates the voices of those on the front lines of climate change.

MCAP is a member-driven partnership with elected co-chairs that can provide diverse regional perspectives and resources.
The Secretariat, hosted by Resilient Cities Catalyst, provides administration and programatic support for the Partnership.
Technical experts from member regions support the Secretariat in program priorities and participate in learning exchanges through Working Groups.
Mini Sprint project acceleration teams, comprised of multiple member regions and their local partners, are progressing implementation with financial support from the Secretariat.

The Partnership established its governance structure, documented in the MCAP Charter, with inputs and approval from MCAP’s Leadership.

Through a series of exercises with the MCAP Working Groups and Leadership Council, the Partnership align around top priorities to create 3 year roadmap, detailed in the 2024-2026 Action Agenda.

MCAP member regions represent 16 subnational governments in 10 countries, across 5 continents. Each region, detailed in their Member Region Profiles, brings a unique perspective and strengthens the Partnership.
