Antalya, Türkiye — November 6, 2026
Building on three years of global collaboration, the Mediterranean Climate Action Partnership (MCAP) is advancing a new phase of action for climate resilience to scale proven solutions, mobilize investment, and collaborate to address drought, wildfire and extreme heat.
As climate risks intensify across Mediterranean bioregions worldwide, the Mediterranean Climate Action Partnership (MCAP) is announcing its next three-year strategy and a new Solutions Bank to accelerate action. Representing 17 subnational governments across five continents, MCAP creates collaboration between resilience leaders, generates new knowledge and practice, and raises global awareness of the distinctiveness of Mediterranean regions. This next phase builds upon a strong foundation of commitment from regional governments since MCAP’s launch at COP28 in Dubai in 2023.
Mediterranean bioregions cover more than four million square kilometres and are home to over 600 million people. These regions are experiencing warming at a faster rate than the global average, placing increasing pressure on communities, economies, infrastructure and ecosystems. As a unique model for bio-regional collaboration, MCAP translates subnational leadership and shared knowledge into resilience action through global partnerships, and strives to bring investment in climate adaptation to shared climate challenges across similar geographies.
Launching the Next 3-Year Cycle of the Partnership
The framework for the next three-year cycle of MCAP, which was co-designed and approved by member regions reflects the evolution of the Partnership and sets three interconnected priorities to guide its next phase:
Advance Learning & Capacity: Strengthen peer learning, knowledge exchange and capacity building, while identifying and sharing best practices in climate adaptation and resilience.
Accelerate Action & Policy: Identify and resource high-impact climate resilience policies focusing on equity-centred projects and biodiversity-positive approaches supporting replication across MCAP regions.
Elevate Awareness & Distinction: Raise the global profile of Mediterranean bioregions as leaders in climate resilience and strengthen concrete partnerships that can translate regional priorities into action and mobilise investment for project implementation
Together, these priorities signal MCAP’s vision to become an increasingly action-oriented partnership, connecting regional experience with the knowledge, resources and collaborations needed to accelerate climate resilience.
Debuting a Knowledge Library of Solutions & Best Practices
A key initiative in this next phase is the development of the MCAP Solutions Bank, a practical resource to catalog proven solutions that can bring best practice to the wider Partnership. The initial set of solutions, formally announced at COP31 in Antalya, Türkiye, showcase successfully implemented policies, strategies and actions addressing drought, wildfire and extreme heat. These solutions highlight the hard work of MCAP member regions and, for anyone at COP31 or beyond, demonstrate proven approaches that can be applied in local contexts across Mediterranean bioregions.
The resource reflects a central principle of the Partnership: proven solutions are out there to learn from, and even though the wheel might have been invented in a mediterranean bioregion, we don’t have time to repeatedly recreate it across five continents. By learning from one another and building on existing experience, governments can accelerate climate action while strengthening the evidence and partnerships needed to deliver it.
Showcasing Leadership & Elevating Mediterranean Voices
At COP31, MCAP will convene political leaders, expert practitioners and trusted partners through three sessions in the Mediterranean Pavilion to dive deeper into some of the most imperative issues: extreme heat, wildfire, and climate leadership.
On 10 November, “Extreme Heat: Tested Policy & Practice for Subnational Governments” will respond to the growing extreme heat emergencies and their strain on public health, infrastructure, energy systems, and local economies across Mediterranean bioregions.
On 11 November, the session “Responding to the Urgent Need in Mediterranean Bioregions: Innovative Government Leadership & Partnerships Through MCAP” will bring together representatives of member regions to celebrate the momentum built since the Partnership’s inception and introduce their ambitions for the next phase of the work.
Another session, immediately following on November 11, “Building Wildfire Resilience through Leadership and Innovation” will explore innovative approaches to wildfire preparedness, response, and resilience building partnerships. This session will be hosted in the Multi-Level Action Pavilion (also know as the GTF/LGMA Pavilion, which is run by the Global Taskforce of Local and Regional Governments (GTF) through the Local Governments and Municipal Authorities (LGMA) constituency.
The Secretariat encourages governments, international organizations, funders, private-sector actors, and practitioners to take part in the discussions, connect with member regions and explore partnerships that can accelerate climate action, mobilize investment, and advance climate resilience solutions beyond COP31.
